When appointed, on 15th. April, 1899 my
salary was fixed at $250 per mensem, Exchange Compensation
was added from 1st. January, 1894, and my salary was. increased
· to $300 per mensem from 1st.March, 1895.

The dollar being worth 5/- in 1899,
and 2/- now, my salary was and is (Exchange Compensation in-
cluded) £450 per annum.
4. The decreased purchasing power of the
dollar, since my salary was last augmented, is a sufficient
reason for now asking for a further augmentation.
5. But, considering the important nature of
the duties performed by me, and the ripe experience that I
have brought to bear upon the discharge of them, my opinion is
that have always been underpaid. At the time of my appoint-
ment I had had 15 years' experience of engineering works,
as Honourable R.D. Ormsby,
