The complex nature of the HongKong, water-
works, comprising at present three distinct impounding
· reservoirs, situated widely apart, three sets of filter beds, four sets of pumping Engines, and a very elaborate system of distribution, render it impossible that any Engineer could take charge and successfully work the same at short notice.
Reference on this point might well be made to
Mr.. O. Chadwick the Consulting Engineer.
If an Engineer is specially selected and sent to take Mr. Crook's place, I am of opinion that it would be absolutely necessary for him to work with Mr.Crook for at least two or three months.
