I have the honour to transmit for your consideration

the enclosed copy of a letter from the Director of Public Works

covering a report (with 3 plans) by Mr.L.Gibbs, lately Assistant

Engineer in the Public Works Department, on the subject of a

new water supply for Kowloon, and to request that you will

be good enough to obtain the opinion of Mr.Osbert Chadwick,

Consulting Engineer, upon the works recommended in the report

at an early a date as possible.

Mr.Cooper's report referred to by Mr.Gibbs was

forwarded to the Secretary of State for the Colonies in Sir

William Robinson's despatch No.238 of the 12th. of July,1899.

2. The extraordinary activity in building operations

at Kowloon both for domestic and industrial purposes render

it certain that the demands of a rapidly increasing population

will within the next two dry seasons be found to have exceeded

the existing water supply, which cannot be increased in the dry season beyond 300,000 gallons a day without undertaking

permanent works.

3. The provision of fire hydrants in the Peninsula is

also a necessity for the protection of life and property.

At present only the houses close to the water frontage
