We have considered the able Report by Mr.Ihrury
on the latrine and Urinal accommodation of the city, and beg to submit the following comments and suggestions thereon.
Para. II. The only practicable way of abolishing the privately owned Latrines is to increase the Government Latrines
until they fully meet the wants of the community this matter
has been repeatedly urged upon the Government by the Sanitary
Board, and this Committee can only repeat that, in the opinion
of its members, two latrines at least should always be in
process of building, until the needs of the city are fully met.
With regard to the last paragraph of Para, II, a sub-
committee of the Board, consisting of the Pricipal Civil
Medical Officer, the Medical Officer of Health and Mr. Edward
Osborne have already strongly recommended the appointment of
three Inspectors, who, with three Chinese foremen should devote
the whole of their time to the abatement of house-drainage mui-
sances. That recommendation was adopted by the Board and
forwarded to the Government on the 29th, of September 1899.
Para. IV. The suggestion that the night-soil coolies
should be paid a small fee on delivering at the boats is one
that must await the expiration of the present contract which
runs until September 30th/1901.
