Supreme Court JUN 00

HongKong, 5th, May, 1900.

I have the honour to recommend that Your Ex- cellency move the Secretary of Stace to procure the nomina-- Gion of Mr. William Meigh Goodman, Attorney General, and of Mr. Henry Edward Pollock, Barrister-at-law, to the rank of Queen's Counsel in this Colony.

8. Wich regard to Mr.Goodman, I may mention chac of lace years it has become customary in various colonies for the Attorney General, if not already of Her Majesty's Counsel, to be so appointed, and I think it is desirable that the custom should be adopted in this Colony.

3. Wich regard to Mr.Pollock,he was called to che English Bar in 1887 and admitted to practice at the local Bar in 1888. I am satisfied that his position and reputation at the local Bar are such as Do fully justify his nomination.

· In addition to this, he has acted as a Puisne Judje from June Go December 1892 and as Attorney-Geheral from January to Dec- cember, 1896, and from September, 1898, to February, 1900, with the excepcion of an interval of a fortnight in March April 1899.

4. I believe that both chese gentlemen are by

cheir character and attainments deserving of the honour which I ask for them. They have both been informed that I

propose to make this recommendation.

5. I am glad to be able to add that Mr.T. Ser- combe Smich, che Accing Puisne Judje, associates himself wich me in this recommendation.

His Excellency

Major-General W.J. Gascoigne,C.M.G.,
