I have the honour to forward for your ronsi- deration the enclosed copy of a Memorandum drawn up by the Attorney General for submission to you by direction of Sir Henry Arthur Blake, on the subject of the position in which this Government, finds itself in regard to the question of the construccion of Tranwys in Hongkong, and vis à vis the Promoters of such construction, mentioned in Ordinance 6 of 1885 as amended by Ordinance 18 of
1883.
I also enclose copy of an extract from an opinion of Mr. Francis Q.0., which is referred to in the
Memorandum.
2. I may mention that the original Syndicate on behalf of whom Mr. Orange wrote the letter of the 26th.
of October last referred to by Mr. Goodman, and the Promoters under Ordinance No. 3 of 1886, are virtually
the same parties; and that Messrs Showan Tomes and Company, who are also referred to, are the local Agents of the parties to whom it, is supposed the Promoters have sold their alleged rights.
