In rule 22 (1) the words 'or separate" have
been added to the amendment directed by you, it being
assumed that the intention was that all prisoners confined
during the day time should be vicibed by the Medical
Officer.
The term Solitary Confinement if synonomous with close confinement, and was covered in the rule as it previously stood by the words "under punishment." The same remarks apply to rule 110 (8) (old rule 108 (3))
5 With regard to rule 50 (old rule 49) I have to
remark that the Orcurrence Book is a daily record of all
that occurs in the prison, and to render it complete it. seems desirable that whippings should be recorded in it. The Rule has therefore not been altered.
6. Rule 265 (old rule 263) does not refer to Hard
Labour. A maximum of 10 hours of labour was fixed to
cover the hours spent on menial services in the prison.
The hours of Hard and Light Labour are nine,di- vided into two periods of 44 hours each with an interval of 1 hour for rest and a light meat of Congee in the mid- dle of the day.
Moreover the time spent at shot and stone labour

5 minutes rest in each hour of labour is allowed.
All labour of an industrial nature is es far
as practicable measured by tasks which will occupy an
industriour man 9 hours.
It is however better that the hours of Hard

Labour should when the labour is not tasked be sperified,
and this has now been done in rule 253.
