I have the honour to transmit for your
favourable consideration the enclosed duplicate copies of a letter from the Chief Justice relative to the salaries of
the judicial branch of the Colonial Service.
2. In view of the fact that the whole
question of the revision of salaries in the Government
Mi
Service has been recently before you, and that in your despatch No.280 of the 8th. December last you have dealt with all the cases which at that time appeared to you to deserve consideration, I do not propose now to make any specific recommendation as to the salaries of the Chief Justice and
Puisne Judge or to name any definite salary which in my opinion would be commensurate with the importance and dignity of their offices. I submit, however, that in view of
the undesirable truth of the statements contained in Sir John Carrington's letter, most careful consideration should be given to the reasons put forward why the salary of the Onier Justice should be substantially increased. Without considera- ble private means to supplement his salary, it is impossible under existing conditions for any Chief Justice to perform the social duties of his high position in HongKong, or to provide in a suitable manner for the expenses connected with the upkeep of an establishment in England.
3. I am of opinion that the judicial branch
of the public service is the last which should be allowed to
