The Treasurer will require a Rent Roll giving
local numbers, names, and amounts to be collected. As the
Rent Rolls have hitherto been prepared in the Land Office it
will seem to be most convenient that the Land Officer should
be instructed to prepare the Rent Roll of the New Territor
les, unless it has been decided to treat them as distinct
from the Mother Colony.
2. The Treasurer will be able to state whether it will be
more convenient to him to have District or Sub-district
Rent Rolls divided into Villages like our present Village
Rent Rolls, or to have one Rent Roll for the whole of
the New Territories divided into Villages, which might
be arranged in alphabetical order, or other system.
3. The particulars for the Rent Roll, which is to be

limited to a Roll of the Owners of cultivated lands,
can only be properly prepared on the field, and if the
Rent Roll is to be prepared in the Land Office, it
will be necessary for the first Roll, that an auxiliary
staff be appointed to obtain the necessary particulars.
This stagf should consist of an Engineer or Surveyor, a
Clerk and an Interpreter who is acquainted with both Clerk,e
dialects. The Engineer should have the services of a.
native of each locality, knowing the land, and each of
whom should be paid for his services although only needed
for a short time. This staff should work under the
directions of the Land Officer.

Under ordinary circumstances the work could be completed
four months. There are difficulties to contend with,
however, consisting of the chaotic state of the Titles to
