above, the town, or part of it should be burnt by the Chinese Authorities, perhaps assisted by us.

5. For the prevention of such things in future one plan which seems to me advisable is to make it publicly known that efforts will be made to proctect one route only between Senshui
and the sea. Which this route should be may be difficult to
decide, but I should syggert the West River by Campbell
Island, Ku-chuk Chan-lin Island, and the Broadway to Macao,
as the easiest to patrol and protect, but. there may be good
réáson to prefer another one.
6. I consider His Excellency, Li Hung Chang at Canton
should be pressed to take immediate action, and invited to
co-operate with us, in which case I will at once furnish
a small force to do so.
7. In the event of the Chinese Authorities refusing
to act in the matter, I conclude Your Excellency will agree
with me that permission might be sought from home to act
independently of the Chinese, though I think their co-operation
is very desirable.
