I regret that this report has not
· been laid before you before, but it was necessary to get some additional information especially as to cost of the scheme.
The report is a very good one and much trouble has been taken over it, and the Committee
should be thanked for it.

I agree as also in the proposal re- allowances in Mr.Brevin's minute of the 30th.instant.

In these I agree also, I consider it so
important that I would go so far as to say that if the
Magistrate is not competent to check the Interpretation
an European Interpreter should be present to check the
duct Chinese Interpretation or to cons it himself.
Para:8. I have already recorded my opinion as to the
inefficiency of charge room Interpreters. I have done
what I could to improve it by careful selection of
candidates and increases of salary and prospects, but
with the rapid advance én demand for Chinese Clerks in
the Colony and increase in cost of living, the rates
offered are too far below the market rates.
