Report of a Committee appointed toenquire into
the question of Interpretation in the
Public Service,

1. The history of Interpretation in the Government
Service up to the year 1878 is given in detail in a report by
Dr.Eitel dated the 27th.July, 1880, and entitled a Report on
the HongKong Pension Scheme as effecting the Chinese, and the
supply of interpreters. The report shows that Government Inter
pretation has never been held to be otherwise than unsatis-
factory and that frequent attempts have been made to improve
it. The last measures mentioned are the appointment of Mr.Ball
in
1878 to be Cantonese Interpreter in the Supreme Court and
of Dr. Eitel to be Translator and Chinese Secretary.

Subsequent to Dr. Bitel's report the formation
of an Interpretation Department was under consideration, but
the scheme was abandoned, and resolved itself into the appoint
ment of Dr. Eitel as Supervisor of the Staff of Interpreters
and Translators. Orpr.1
