4. To secure this the emoluments of the Chief

Interpreter should be sufficient to attract a European who would accept the post as the goal of his official career. Mr. Dyer Ball, whose literary attainments are well known, has naturally aspiration for advancement in other branches of the Service; but he is at present indispensible in the Supreme Court. I strongly advise that he be appointed Chief Interpreter, with a Salary of $ 300 per mensen. I also recommend that Mr.Li-Hong-Mi who has applied for an increase of salary and has been strongly recommended by the ! Judges of the Supreme Court shall receive a salary of $200 per mensen.

5. I have the honour to enclose for your

consideration the report of the Committee, with a copy of

the Schedule of documents submitted to the Committee for

its consideration, and a minute by the Honourable F.H.May,

Acting Colonial Secretary, who has had exceptional experience as Captain Superintendent of Tolice in listening to the

interpretation in the Courts and who is himself, like

Mr.Stewart Lockhart, a good Chinese Scholar. I have thought

over the subject carefully and I fully concur in the views

expressed by the Committee.

6. As Mr. Stewart Lockhart is at present in

England may I suggest that his view on the subject should be obtained.
