I have the honour to enclose for your information a
copy of a report, just received of a piratical attack upon a
British Launch and the murder of a pilot and carrying off of a
Compradore.
This is the most däring attack that has taken place
upon the West River for some time, and it shows that the measures
so får taken by Viceroy Li Hung Chàng have not been effective.
It is in my opinion of cardinal importance that such
an attack as this should not be allowed to go unpunshed, and I
forwarded the report in the hope that, with or without, the
assistance of the Viceroy's troops you will be able to take
measures to punish this daring attack and to preserve the
West River route for the Trade of the Colony.
