the Viceroy are not effective the question will have to be
considered if Her Majesty's forces may not assist in punitive
measures that will Insure the safety of British vessels and
due respect for the British flag. Otherwise no British launch
will be safe beyond the range of the guns of one of Her Majes-
ty's ships.
