in some extremely aggravated cases which it might be found
equally undesirable to introduce into the new Institution.
These latter would be very rare and the general
policy that it is desired to adopt is to eliminate all juve-
nile offenders from the Gaol.
It will be necessary to enact a short Ordinance
to establish such an Institution and to give power to make
regulations for it. This will be done and regulations drawn up
for submission to you if you approve of the suggestion of a
combined Reformatory and Industrial School1.
4. It is proposed that the staff of the Insti-
tution should consist of 2 Europeans a Master and an Assist -
ant Master and Workmaster - and 3 Indian Attendants, one of whom would be a Hospital attendant trained in the Victoria
Gaol.
5. As it is desired to teach the boys useful
trades as well as to give them elementary instruction in the
English language, I am of opinion that it is necessary to se-
leet for these posts men who have had experience of Reforma-
tory or Industrial School work at home, and I should he obliged
if you would cause enquiries to be made with a view to obtain-
ing suitable candidates for the posts.
The salary proposed for the Master is $1,440 rising by annual increments of $48 to $1,680.Married quarters
are provided and it is desirable that the incumbent should be
a married man.
