From Viceroy Li.

February 16th. 1900.

sir,

I am in receipt of your despatch of the 12th. instant,

stating that you have received a communication from the Governor

of Hongkong requesting that British merchant, steamers should

be allowed to call at any place on the river for passengers

only. I have accordingly instructed the Likin Office, the

Reorganization Board and the Commissioner of Customs to report

conjointly on the question. When I receive their report I will

commuriicete with you further.
