sir,
February 15th. 1900.
I am in receipt of your despatch of the 12th.instant, in which you state that the Governor of Hongkong desires me to send offi-
cials to Hongkong to discuss measures for policing the West River.
You also state that when rendering assistance to the Chinese
Authorities the steam pinnance despatched by H.M.S."Tweed" to
arrest the pirates, was fired upon from the bank and one man was
wounded, and request that the village to which the pirated goods
were taken on this occasion and which opposed the pursuit, by
force of arms should be fined and punished.
I have directed Tao ai Lin Ho Tung, who is in charge of the
Naval and Military School and of the Torpedo Establishment, and
Post-Captain Lu Wen Ching, who holds the brevet rank of Brigadier-
-General, to proceed to Hongkong to discuss the matter, I have
also ordered that severe punishment be meted out to the village
which offered forcible resistance to the force pursuing the
pirates.
