6. In case of appeal intricate questions of
Chinese land tenure will arise and the Attorney General would
in such cases like to have the assistance of Dr.Ho Kai, who is
an English barrister and has an intimate knowledge of this
subject. I propose to give him a general retaining fee of
per annum
$1,000 so long as the Land Court remains in existence.

7. I consider this Land Court a matter of press-
ing importance. Should you approve, I shall be glad if you will
telegraph to that effect.
8. It is proposed that the Court shall sit at
three or four centres in the New Territory to minimise the difficulties of moving witnesses, and to give an opportunity for personal inspection of lands in dispute if desired.
