the total annual amount is not to exceed $6,000. He will have

$40 per month for travelling expenses. He is to retain his

private practice, but not to take briefs in any land cases.

As section 3 of the Ordinance gives power to one member to

hear and determine small and undisputed cases, the presence

of the President will not be necessary for the hearing of

such cases,

The second member will be Mr. Gompertz who is

at present acting as Police Magistrate and who is also a bar-

rister.I propose a salary of $6,000 per annum for him with

$40 a month for travelling expenses. He will have to spend

much of his time in the New Territory where the difficulties

of transport render living expensive, and being a married man

he will have to maintain a separate establishment in HongKong

I think it probable that the Court, will complete its work in 2 or 3 years when the appointments will cease,

4. It will also be necessary to appoint a Re-

gistrar for the Court. I propose to appoint to that office Mr.

Seth, the Deputy Registrar of the Supreme Court, whose knowledge

of procedure will be valuable. His salary while holding the

office will be $5,400, which I do not consider too much as the

same remarks apply in his case as in that of Mr. Gompertz.

I have requested Mr. Seth to relinquish his leave which had

been granted, so that he may take up this duty for which there

is no other suitable person available in the Colony.

5. An Interpreter and a Translator will also

be required. For the former I propose to second Mr. Tsoi,
