Report on Ordinance No.6 of 190 o .
I have examined the accompanying Ordinance, entitled
An Ordinance to further amend The Public Helth
Ordinance, 1887.
and I am of opinion that the Ordinance is one which is not contrary to the
Governor's Instructions.
Objects and Reasons.
Although the service of a notice stating
what should be done to abate, a "ruisance", is
reasonably required by section 18 of the Public
Health Ordinance, (No, 24 of 1887 ) before the
institution of proceedings before the Magistrate,
it is not at all reasonable to require such notice
to be served on people infringing well known Bye-
Laws. The Bye-Laws made under section 13, sub-section
4, as to limewashing tenement houres are well known;
