I venture respectfudly to request that you will

be pleased to consider the following facts and bring the same

to the benevolent consideration- of His Excellency the Governor.

I joined the Harbour Department in August 1889

on a sálary of $115 a month, free quarters and light. I was then

one of the senior Chief Officers in the employ of Messrs.

Jardine Matheson & Co.holding a Master Mariner's Certificate

and was in receipt of $75 a month and mess allowance of $40

a month.

A Chief Officer's Salary now, had I received no

promotion, is $170 a month with $30 to $40 mess allowance.

My salary was raised when the general increase

was granted in 1891 to $147.50 the 35hot being granted

to me owing to my having free quarters and light, which was

assessed by the Government Assessor at $56 a month.

My house was condemned as unfit for European

habitation in 1894, and an allowance of $55 a month was granted to me. I now pay $62 a month for my house, in a distant suburb

which necessitates my keeping a rickshaw costing for the coolie

$8 a month.

In my department the only promotion, I can look forward to is the post of first Boarding Officer at a salary of $160 a month, should I be fortunate enough to receive such promotion I shall be required to join the Widows & Orphans fund
