so by the Port Master General.

3. It is duty of the Superintendent to paste into the Journals the Registration slips returned from the various agencies and administrations which slips form a complete ack- nowledgement of the registered covers despatched from Hongkong. On the 19th. September the Postmaster General found in the Registration Department a large drawer containing between 500 and 1000 of the registration slips dating back to January which had not been pasted in and were in a state of désorder and con-

fusion,

The Postmaster General has since found in the Regis- tration Department large numbers of slips which should have been returned by this office to other offices acknowledging register- ed covers despatched from Hongkong. Numbers of the slips were still in the envelopes in which they had arrived.

The Superintendent is therefore charged with neglect

of duty in not, pasting in acknowledgments received by this office and in not returning to other administrations acknowledg- ments of covers received by this office.

4. It is the duty of the Superintendent to return et once to the office of origin all acknowledgement, receipts for single registered covers addressed to this office for which

an acknowledgement, receipt has been required by the person pasting the cover at the office of origin.

A large number of these acknowledgement Receipts have been found in the registration Department which should have been so returned by the Superintendent but which have been retained in this office and are many months in arrear.

A specimen is attached of an acknowledgment Receipt signed by Major Little in Hongkong on 17th. June 1899 which has not been returned to the office of origin (Rawal Pixi).
