Statement of grounds of complaint against the Superin- tendent of the Registration Branch of the General Post Office.

1. On 13th. June 1899 all the officers of the Regis- tration Department were ordered to attend for 2 hours extra duty every day. The Superintendent was instructed to get the local receipts for registered covers pasted into the receipt books opporite the counterfoil in accordance with Post Office Instruction No.254. This work was then some months in arrear and has not yet been completed and the local receipts are at present, seriously in arrear and in confusion. The work might have been completed by the Superintendent, and his staff by means of steady application.

The Superintendent is therefore charged with neglect of duty in not getting this work completed up to date.

2. In July last on discovering the theft of an in- sured parcel ported in May (for which theft the clerk A.Raman was convicted on 3rd August last) the Post Master General found that the counterfoils for registered covers and insured and uninsured parcels had not been checked up to date as required by Post Office Instructions 255 and 285 and that the work of checking these counterfoils and comparing them with the regis- ters was many months in arrear.

The Superintendent was at once directed to proceed with the checking of all the counterfoils to date with special reference to the month of May in order to ascertain whether any other covers were missing. With the exception of Insured Par- cels which have been checked for the month of May the Superin- tendent has not carried out the work and the checking of the counterfoils is still many months in arear.
