ought to be on the permanent establishment, temporarily employed on small salaries, for it leads to constant changes owing to these temporary clerks seeking better employment elsewhere.

2. I have therefore to recommend that the two clerks above mentioned be placed on the permanent establish- ment with salaries of X 480 per annum rising by biennial in- crements of 60 to $600 per annum.

3. In May last owing to the enormous increase in the work of the Colonial Secretary's Department owing to the acquisition of the New Territory work which shews no signs of decreasing but rather of increasing. it was found necessary to employ two extra temporary clerks in Mr.G.M.Gutierrez and Mr.J.F.dos Remedios.

The former being a typewriter has been

paid at the rate of $ 600 per annum, while the latter was willing to be attached to the office temporarily without salary.

These two clerks have been continuously

employed for the last 10 months and am of opinion that it will not be possible in the future to dispense with the ser- vices of at any rate one additional clerk on account of the increase in work due to the New Territory.

4.I have therefore to recommend that Mr.G. M.Gutierrez be also added to the permanent establishment on

the same incremental salary as the other two clerks mentioned

above
