2. 3y the provisions of ordinances 15 of 1889, 25 of 1891, 7 of 1895 and 5 of 1896 and especially by paragraph 75 of ordinance 15 of 1889, the Public Works Departm ment has a considerable degree of responsibility, over and above the consideration of all plans and specifications, and these duties have hitherto been performed by an official who, assisted by an overseer is also entrusted with the charge of 68 miles of roads, a large number of public buildings outside the City of Victoria and the Government Telephone system.

3. The late great increase in building, however, ( no less than 400 private buildings are in course of construction) has rendered proper supervision impossible, with the staff at present at the disposal of the Director of Public Works. I therefore have the honour to recommend that
