Table I has been altered and enlarged. Part (6) of that table is taken from the 18th and 19th Schedules of the English Act of 1894, while (a) was allowed to remain as in the old Table so as to keep the coasting steamships on an equally good footing with Chinese passenger ships on short voyages under the Chinese Emigration Consolidation Ordinance. The old Table allowed more European passengers to be crowded on a ship on a long voyage than would have been allowed if the passengers were Chinese coolies, and the ships subject to the British Passenger Act.
