Colonial Secretary's Office,

Hong Kong, 29th January, 1900,

I have the honour most respectfully to request that you will be so good as to move His Excellency the Governor to allow me to draw the full amount of increase of salary already granted two years ago by Sir William Robinson, then Governor of this Colony, and to commence from the 1st instant, in consideration of my long services extending over a period of 25 years and the responsible duties I have to perform as Clerk in charge of Confidential correspondence and correspondence with the Secretary of State, which have considerably increased recently, coupling with the additional duties fallen on me in connection with the extension of the Colony, require me to stay in the office long after office hours every day.

In view of the above-mentioned facts, I confidently hope that you will take into your favourable consideration.

The Honourable

J. H. Stewart Lockhart, C.M.G.,

Colonial Secretary,

&c.
