I have the honour to forward copy of a letter from the Hongkong Chamber of Commerce pointing out the grave disabilities to this port in consequence of the exclusion of this Colony from the benefits of the Canadian preferential tariff.

2. In my despatch No. 50 of 1899, I submitted a letter from the agents of the China Sugar Refining Company on this subject. Apart from the injustice to this Colony, the letter of the Chamber of Commerce shows that the continuance of the exclusion of this Colony involves loss of freight to the Canadian Pacific line between Hongkong and Vancouver.
