mitted by me, been printed in the draft Estimates for 1900, it would not only have passed the Committee of the Legislative Council, but would further have received the sanction of the Secretary of State.

In conclusion I most respectfully submit that, His Excellency bring this matter before the Right Honourable the Secretary of State and recommend that the amended schedule for the Establishment of the Public Works Department, as shown in attached list, be approved and allowed to come into effect from the 1st January. To which, as I have endeavoured to point out, the few increases in pay and other alterations are not connected with the general question which has been before Government of the increased cost of living in Hong Kong on the suggested additions to all existing salaries, but stand on other grounds.
