I have the honour to report that in submitting the Estimates for my Establishment (Personal emoluments) for the current year, in July last, I had so far in accordance with the annexed schedule marked A, provided for what seemed to be a very reasonable increase to my Establishment, in view of the additions to the area of the Colony and the consequent increased duties of the Public Works Department.

The total increase over the Estimates for 1899 asked for was $9,352 which covered the salary of an additional Assistant Engineer, an appointment which seemed to be very necessary.
