3. You will observe that the above scheme differs from the one submitted on the Estimates for 1900 only in regard to the Salaries of pay subject to the condition already laid down in para. 2 of my Despatch no. 255 of the 10th hour last! - of the Lance Sergeants of First Class Inspectors of Police and only immaterially in regard to those appointments. My reason for making the above modifications is that I think it convenient to avoid the fractional rates of Salary recommended by you.
4. I have instructed the C.A to amend para: 19 of the Conditions of Service in the Hongkong Police Force attached to the Police Agreements in accordance with the above scheme.
