of pay now sanctioned are not sufficient to attract the

class of men by whom the police force has been recruited

in past years, and inadequate to meet the enormous increase

in cost of living.

4. In transmitting this Minute for your favourable

consideration I have the honour not only to express

my entire concurrence in the views of the Captain Superintendent of Police but to state that my opinion is shared

by every member, without exception, of my Executive Council,

by whom the whole question of police salaries was most

carefully considered.
