I have the honour to enclose a letter I have received from my Flag-Captain J.R. Jellicoe, H. M. S. Centurion, & request Your Excellency will be so good as to have me informed what officers are detailed to keep copies of the Defence Scheme, observing that I fully concur in the importance of keeping the scheme secret, but it must be a question for consideration as regards the members of the Defence Committee what means of access they should have to the scheme, which the Flag-Captain would not have when away from Hongkong if my Flag were in another Ship or when he was here, without application to someone holding a copy.
