I have the honour to acknowledge the receipt of your secret despatch of the 7th November with reference to the distribution of the Hongkong Defence Scheme. The reasons of the Colonial Defence Committee for not acquiescing to Major General Black's request for a wider distribution of copies of the Scheme (N216R) had not been received at the time of the sending of my despatch of the 6th September.

With reference to para. 2 of your despatch

I have the honour to enclose a copy of a Secret despatch (with enclosure) which I have received from the Commander-in-Chief on this Station. You will notice that no copy of the Scheme has been forwarded as yet to the Flag-Captain through the Admiralty although he is one of the members of the Local Defence Committee
