It is more than probable that this Company, out of regard for the safety of its Officers and Passengers will be obliged to carry an armed guard of Sikhs, and we would submit that in such a case it would only be right that the Provincial Government should pay for the upkeep of such armed force, and for any other contingent expenses forced upon this Company by the entire absence of any adequate (or otherwise) policing of the waterways which are open by Treaty to Foreign Trade.
