I would accordingly ask you to be good enough to request His Excellency the Governor of Hong Kong and the Honourable, the Colonial Secretary to issue instructions to all masters of launches ordering them to require good security before allowing any one to charter their vessels and further to thoroughly examine the passengers' luggage in order to ascertain whether or not it contains arms; I would also suggest the propriety of vessels in tow not being lashed alongside but being towed at the stern.

These precautionary measures might put a stop to all these cases of piracy which will otherwise continue to work injury to both Native and Foreign trade.

In throwing out these suggestions I of course in no way wish to interfere with the action of the Hong Kong Government; my sole desire is that some plan be devised for securing the safety of Foreigners and Chinese alike.
