Upon receipt of your note enquiring what action had been taken in the "Tung Kong" piracy case, I sent the following instructions to Mr. Li, who is in charge of the Shun Te District:-

Upon receipt of the Consul's former despatch with regard to this case, I ordered the civil and military authorities of the District to communicate with the authorities of the neighbouring places and to unite their efforts to hem in and capture the pirates, imposing a limit of half a month from the date of the receipt of my instructions within which this lot of plunder must be recovered and the robbers arrested and handed over to justice. This limit of time has now elapsed and I have not yet received any report informing me that any arrests have been made.
