This interesting Despatch gives a detailed
account of the gov'r's interview with Li Hung Chang
re the West River pirates,
already briefly reported by Telegram in (1881). The bearing seems very friendly & genuinely anxious to put down
Piracy.
Sir H. Blake's suggestions that in active operations Li Hung Chang should send a
Commissioner of the Chinese Gov't on board our boats seems
an excellent one.
In para 5 Sir H. Blake proposes toenture the Viceroy's visit at Canton to suggest to him that the Chinese Torpedo
boats at Whampoa should be lent us
for the purpose of
patrolling the pirates, or at least that they should
be manned with
a mixed crew
under a
British naval officer
in command: To them.
