Annexed is also a note from Mr Whitehead regarding a spare copy of his protest. It was sent through the Secretary of State, as he is constantly sending copies of his protests direct. This habit is irregular and must be taken notice of.
There are two printed enclosures hereto. Mr Lockhart's reply gives the substance of the protest in the most compact and readable form; the other being only a subsequent paper, a duplicate.
