I have examined the accompanying Ordinance, entitled "An Ordinance to provide for the summoning of Registrar General before the Courts" and I am of opinion that the Ordinance is one which is not contrary to the Governor's Instructions.
Objects and Reasons
The object of this Ordinance is to confer effective power upon the Registrar General to summon any Chinese whom he desires to question upon any matter of importance connected with the new territories and affecting the Chinese.
