This Ord: confers power on the Registrar General to summon before him persons of Chinese race and to compel them to answer questions under penalty of fine.
The reason for the passing of the Ord: is that Chinese ignorance & suspicion has deterred the Chinese in the new Territory from presenting themselves for the purpose of registering their claims to land & for other purposes for which they may be summoned.
