In accordance with the request contained in your despatch No. 115 of the 22nd June last, I have the honour to make the following remarks on the working of the Local Communities Ordinance 1899.
2. Under Part II, Section 3 of that Ordinance, the New Territory has been divided into Districts and Sub-districts.
I attach a map on which the Districts and Sub-districts are marked.
3. Under Part III, Section 4, Committees for the various Sub-districts have been appointed, the notifications of which, published under Section 6, are enclosed herewith.
4. These Committees have been found of much assistance.
