I have the honour to acknowledge the receipt of your despatch, No. 23 of 17th January last, forwarding copies of Hong Kong Ordinance No. 20 of 1899 entitled "The Piers Ordinance 1899".
2. I desire to point out that, if it is intended at a future date to revive the scale of Dues payable under this Ordinance, as suggested in the paragraph of the Acting Attorney General's report, provision to that effect should be inserted in the Ordinance.
3. Pending the receipt of your reply on this point, I shall defer giving effect to the Ordinance.
