Reports rewards offered by Chinese Govt for dead or alive, consequent arrangements made to secure his safety, cost of which should be claimed from Chinese Govt.
Forwards Proclamation of Edict, inciting to assassination of Kang You Wei. States measures taken for his protection.
To F.O., with references to previous letters, which remain unactioned in the sense that Clement was instructed to demand repayment of the expenses to which Kang has put the Legation.
As additional constables were not engaged for this duty, but they merely deviated from their ordinary duties, I do not see what expense was caused.
F.O., not disposed to concur in Prevost's proposal that the Chinese Govt should be asked to refund the expense of protecting Kang You Wei.
