Sir,

I have today examined Mr H. P. Tooker and

have the honour to report that, in my opinion, he is

not permanently incapacitated from performing the

duties of Executive Engineer in the Public Works

Department, Hongkong.

Mr Tooker was insane for several

months. He is now well,

but I cannot undertake to

affirm that his recovery is permanent. He is a man

of an excessively nervous temperament and one who is

likely, in my opinion, to again break down under the

strain of work and responsibility.

He has lately undergone an operation

on his eye. He informs me that his surgeon requires

another month before treatment is complete. I would

recommend an extension of his leave to this extent.
