18th March, 1899.

Sir,

I have today examined Mr H. P. Tooker and

have the honour to report that, although much improved,

his mental condition is still unsatisfactory.

I recommend that Mr Tooker be granted extension of leave for six months, and that six months

hence he be again medically examined.

I enclose for your information a letter

from Dr Mould under whose care Mr Tooker is at present.

I am,

Sir,

The Under Secretary of State,

Colonial Office,

London.

Your obedient Servant,

Fabichtauto
