in accordance with the instructions contained in your letter pt 1348/99 dated the 21st January 1899 to send reply to your Department about the beginning of May. I regret to state that my medical advisor again ... cannot ... practically ... be ... Inspecting ... in Strong things. He fears that if I Return I should lose whatever I have gained in health during my absence.
But I fear my time would be only half able to perform my work.
