Dear Sir Mancherjee

I send the statement in Attar Singh's case, also your covering letter to Mr Chamberlain.

With reference to the latter, I have only to remark that I would like you to form your own opinion as to whether Attar Singh was given "no proper opportunity of refuting the subsequent more serious accusation". I daresay you have done so. He was apparently called that day at 4 o'clock without notice; the statements were heard, Attar Singh asked what he had to say and dismissed. Nothing more was done then or subsequently. Attar Singh says it was all finished in about 20 minutes.

He has stated in his primera petition (page 2) that he was afterwards in a position completely to refute Tse Leung's incriminating statement.

It seems that the first case, that of DaRocha, was also quickly concluded. Of it also, Attar Singh says he had no notice and that it did not last half an hour. (Ganda Singh, who was called in the evening, gave, Attar Singh states, evidence favourable to him.)

It seems that the dates as regards the second accusation run as follows:

On 29th Sept 1897, Attar Singh applied at the Government office to know whether his petition had gone to England.

Same day, he got a written reply to say that it had gone.

1st Oct, the second case was heard.
