This petition will, I presume, ultimately reach us through the Foreign Office, though it has been dealt with by Mr Chamberlain, which I think should be dealt with by the Foreign Office through His Majesty's successive Ministers at Peking, and the Treaty Department at the Foreign Office are now favouring to grapple with the question. There seems little for me to add beyond referring to my Memorandum on this subject, of a few days ago.
I understand you referred to the Memorandum in 1899.
I have sent a comprehensive review of the subject to Mr Chamberlain.
